PARIS,

March 31. The population of this city is considerably excited at the present crisis in political affairs. The general tone of public opinion is in favour of vigorous prosceution of military operations in Tonquin. President Grevy has summoned M. de Ereycinet, aad entrusted him with the task of forming a new ministry. In the Chamber of Deputies M. Elemencian characteristed M. Ferry's actions as treasonable, and a motion to that effert was tabled, but was rejected. The war grant is collapsing. The French loss in Tonquin is estimated at 1,500. Large crowds of Chinese are menacing the positions held by the French.
