LONDON,

March 31. It is believed that some Russian war vessels are cruising in the Pacific. Several of her cruisers are also reported to be voyaging in the neighbourhood of the Amoo River. In the House of Commons, the Marquis of Hartington, secretary of state for the war department, stated that the reply of the Russian Government, to the communications recently made by England to Russia respecting affairs on the Afghan frontier is of a conciliatory nature.
