REFORM PROMISED FOR NEXT SESSION. (Bv Telegraph—Press Association.) HAMILTON, 'I his Hay. Speaking at '•'• luncheon tendered by the Hamilton orauch of the Howard League for Penal Reform, the Minister for Health (Hon. J. A. Young) stated that, on his advice, the Government had sent Hi". ,T. Gray,- Inspector-Gen-eral of Mental Hospitals, to Great Britain and other countries, to investigate and report, not only en the care aiid treatment of mental defectives, but also of the feeble-minded. Dr Gray had reported on the feeble-minded, and the Minister hoped, in the coming session, to bring forward a bill marking a forward step in the better supervision of the lives of this inforttinate section of the community. The question of financing the inauguration of the reform presented no difficulty.
