BURR-ENDICR TO FRENCH AND HUNGARIANS. Received this da 3% 10.40 a.m., Amsterdam, December 9. A message from Buck Pest states that Mackensen's troops in the Herrmamstadt area surrendered their arms to the French general and others to the Hungarian 'authorities.
