SMALL NATIONS TO BE CALLED. Received this day, 9.55 a.m. Paris, December 9. President Wilson attends the Allied consultations at Versailles on December 16. The second stage ol' the d/iscuasion of the peace preliminaries opens in Paris at the beginning of January. Representatives of the small nations" will frequently be called in tPio third stage of the Peace Congress, culminating in the signing of the peace treaty. The 'Congress is expected to assemble in mid-February, and will probably sit until May.
