New Chancellor Resigns.

_ London, October 14. The ..Daily Telegraph correspondent at Rotterdam learns from a ivell-infor-med source that Prince Max's resignation is probable andl Dr iSoIf or Herr Schiedemann (the pro-war Socialist) will succeed.
This sensational development is due to the imminent abdication of the Kaiser in favour of his grandson. The Kaiser was anxious to do : this two monthsago but the Empress dissuaded him. He has been subject to long fits of mental degression, broken by such outbunstsas his Essen speech. His abdication is publicly discusiKedi in Germany, where many believe the Entente Governments will refuse peare while Wilheilm is on th© throne.
