The New York Times learns that the formation of the American Field Army in France is understood in military circles to mean that a portion of the front is completely under the control of the American Army with American supply lines, railways, bases and debarkation ports. Received this day, 11.45 a.m. Washington, August 14. Oiio United States regiment was englaged in the fighting around Chipilly. The United States now lias 31 divisions in France. MEXICO TROUBLESOME. Received this day,_ll.3o a.m. Mexico City, August 14. Replying to British protests against the oil decree .alleged to be confiscatory of British oil in- I terests, Mexico has refused to consider that any foreign government has any right to protest against Mexican fiscal legislation. The Government, however, is willing to allow Mexican courts to decide whether tlie decree is unjust. HOW AMERICA HANDLES ALIENS. Received this day. 11.30 a.m. Washington, August, 14. President Wilson has issued a proclamation barring foreigners from owning in part or whole or controlling American ships or shipyards without permission of the United States Shipping Board. (
