Received this day, 9.35 a.m. London, July 31. The Foreign Minister, Mr Bal fdur, states that the Government has not received overtures for peace from any enemy Govern ment. Another Tyrant Falls. DICTATOR~OF~ITKE AINE ASSASSINATED. RUSSIA'S AVENGERS AT WORK. Received tbis day, 11.20 a.m. Amsterdam, July 31. An official message from Kieff via Berlin states that General Eicliorn, German Dictator of the Ukraine, was returning to his house in tbe afternoon with liis ■ adjutant, Captain von Dressier, when some men drove closely past, in a cab and threw a bojtnb. Both were seriously wounded and sub sequently died. The assassin and the cabdriver were arrested. Inquiry hasestab lished that the crime originated among tbe Social Revolutionaries in Moscow.
