EMPEROR AND THE POOR,
LONDON, April 13.
The Vienna newspaper Arbeiter Zeitung says: "The Emperor Charles is visting the Austrian industrial filetricts. He found the people suffering terribly from hunger. Labour leaders said it was impossible to live on tlie present legal rations, yet a further reduction was threatened. The Emperor replied that it was frightful. The Labour leaders said that poor women ha«l walked far into the country to get n few potatoes and other vegetables in exchange for the clothing they coula spare, yet the gendarmes had taken away this food. There were heartrending /scenes, and the women had begun to weep, but the authorities were merciless. The Emperor said, "This is terrible. It must be stopped.'' In some towns 50 per cent, of the people are un-der-fed, and many, are incapable of work."
