The Minister for .Finance declared it was imperatively necessary that the money should be found. He would like to see the whole of it provided by voluntary subscription, but all the preliminary steps have been taken should the response not be fully made to put the compulsory clause into operation. Men and money are the basic essentials for the Dominion carrying on its share and obligations of the war. The country has done so extraordinarily well, he continued, that it seemed almost superfluous to urge upon everyone who could lend large or small sums, that their duty at the present juncture is to help to make the loan a success. If added incentive were needed, it is to be found in the vast concentrations of the enemy j 011 the West era front at the pre- j sent moment; in the unexampled j nature of the battles and the maa, sing of the enemy forces, sacrificing them by a system of whole- j sale slaughter in the effort to break the Allied front. The ■ heroic, efforts of the British Km- j pire and her Allies will assuredly i prevent what would be a_ world- j wide disaster from occurring, but this can only unhappily be done by a sacrifice of both men and money. The money expended, j though prodigious in its amount, is, in Sir Joseph Ward's opinion, a mere bagatelle compared with
