The Chronicle LEVIN. THURSDAY, APRIL 5, 1017. GERMAN' SOCIALISTS AND THE WAR.

The recent German Socialist declaration in the Reichstag in favor of republicanism is said to liavc been .but a "stage-managed" affair with the idea of impressing the newly-formed Russian republic. The news is unwelcome for -a real uprising of republican forces in Germany would go far towards removing past and present causes for the state of war in the world: Germany's virus of Prussian oligarchy. In timeto crime the Socialist element in Germany will gather such weight that a drastic change in the Constitution will become imperative. Germany to-dav. politically, occupies a position similar to what England suffered with up to one hundred years ago: and Germany eventually must advance. Whether that advance will be along the bloody track of warring revolution or merely along the line of public agitation and factional rioting that was England's experience, time will show. So far as the needs of the world are concerned, an upheaval resulting in a throwing down of the Holienzollern dynasty would bo most beneficial, we 'believe; but the probability is that the oligarchial forces in Germany will succeed in weathering the present conditions of political storm. Meanwhile, however, there is some comfort in the remembrance that the solid front of the German Socialist towards the Germans' part in the present war was horn of those Socialists' .recognition of the faef, that {Russian iburcaucracy-cum-autoc-racy was a worse sample than Germany's. Tile old conditions in T?ussia now are changed and probably the German Socialists' old idea, as snunciated years .before the present war betrail (by Herr Bebel) now will change also.
