The matter of the non-observance of borough by-laws has been the subject of considerable discussion during the past week and it might be fitting to draw the attention of citizens generally to their responsibilities in this direction.
First, it should be clearly understood that it is the obligation of every citizen, contractor, or other person about to commence work in the borough to make him or herself familiar with the by-law relating to the particular job to be undertaken. By-laws are not, as suggested by an Invercargill contractor, a punishment for “ unseemly conduct,” they are there for the protection and welfare of the citizens of the town as a whole.
In the particular case to which we are referring it was the matter of depositing rubbish on a public street permission for which has to be obtained and a fee of 10s per week paid to the local authorities. It will be readily appreciated that non-observance of this by-law could quickly lead to the town being disfigured with unsightly heaps of rubbish left lying by careless contractors or citizens.
Pleading ignorance of such bylaws is no excuse, particularly so in the case of a contractor, as, one of the matters which should receive his prior attention before commencing any work, is the by-laws affecting the area in which he is working. The remarks in the contractor’s letter, “Or has it been used as a punishment for my unseemly conduct in desecrating the fair landscape' of so public' a part of the busy thoroughfare entering your city,” are, in the opinion of this newspaper, uncalled for and will certainly not endear him to the citizens of this town. The Borough Council had every right to bring this matter to the contractor’s notice and the council would have failed in its, duty had it not done so.
We do object to our “fair landscape” being desecrated, and every encouragement will be given to the council to see that by-laws of this nature are enforced.
