Speaking in the House recently Mr Howard (member for Christchurch S.) said a certain school inspector had reported as follows : "In the dairying districts childien are often employed at late and early milking, and over-work ia responsible for both physical and mental inferiority. For example, O. M., boy, aged 12. standard 4, lives on milk-farm. gets up 3 a.m.; milks five cows and takes milk round neighbouring township before school at 9 a.m. In the evening he milks cows, and goes to bed at 8 p.m. The schoolmnster said that the boy appeared mentally dull and occasionally fell asleep in school, obviouslyfrom over-fatigue. This cannot be wondered at."
