HELENSVILLE TOWN BOARD.
FRIDAY, SEPTEMBER 14th
PRESENT
Comrs. J. F. Lambert (chairman), H. Thompson, H. Graham, H. Aitkenhead, A. Becroft, Jas. Stewart, and the clerk (Mr W. F. Raisher). MINUTES -h-*,. t^ Minutes of previous meeting were read and confirmed. CORRESPONDENCE Outward correspondence was confirmed. THE HEALTH OFFICER Com. Stewart stated that the Health Officer should visit Helensville more regularly in the future. The Board were paying him £25 per annum, and he only visited the place once in three months. The speaker moved —That the Health Department be asked to supply the dates on which Helensville had been visited during the past, year—Seconded by the Chairman and carried. The Clerk was instructed to write to the Health Department with regard to the drainage in the vicinity of the railway station. RESIGNAIION The Chairman read the resignation of Com. E. T, Field, from his seat on the Helensville Town Bard. Proposed by Com. Stewart, seconded by the Chairman—That the resignation be accepted with regret.—Carried. Com. Graham asked if it would not be better to consider the resignation, as they could not afford a by-election. The Chairman said that Com. Field had fully made up his mind to resign, as he would be away from the district most of his time.
BUILDING PERMIT Permission was granted to Mr Knopple to erect a small dwelling house within the town area. LIGHTING OF HARBOUR A letter was received from the Kaipara Chamber of Commerce with reference to the better lighting up of the Kaipara Harbour and other improvements. ,THE HIGHLAND,LAND LEAGUE A letter was received from the High'ia^d^^and League, of London, "with reference to- the relief of woumied soldiers, and stating that the sum of £60,000 was c^li^dted- for the Belgian fund^ k:c- , ''''■■■«. /'Proposed By 06m. REDUCING OF.RATES Mrs Fitzpatrick wrote asking the Board if they could not see their way clear to reduce the rates on her property. —It was resolved that such a thing could not be done. DAM NUISANCE A letter was received from Mr John Hand, complaining that his water-pipe had become blocked up through sand and rubbish coming down from the dam, and asked the Board for a connection with the system. As he had been put to a great deal of expense, he would like the Board to meet him half-way in the matter.
A second letter from the same source stated that the writer could not build a dam for his own use on account of loose logs breaking through.
Corns. Becroft and Aitkenhead were of 'opinion that Mr Hand should have the use of water from the town supply.
Com. Stewart said the Board had paid well for the water rights and if Mr Hand wanted to use the town suppply a meter should be installed and the water paid for.
Proposed by Com. Becroft, seconded by Com. Thompson— That Mr Hand be allowed the use of water from the dam, as far as his cow-shed only.
Com. Stewart proposed, as an amendment — That a proper agreement be drawn up between the two parties, and that Mr Hand be allowed a certain amount of water, to be given by way of compensation for any damage that may have been done through pipes blocking up. —Seconded by Com. Aitkenhead and carried.
SCORIA WANTED The Helensville School Committee wrote asking for two loads of scoria from the Board's yards. The Chairman said he thought they had no legal right to sell scoria or other road material. Com. Becroft said such a thing was not permissable. It was finally resolved to reply that the Board had no power to sell road material to other persons.
Stewart, asking for a supply of water for the use of his flaxmill; also for permission to run an electric wire to the coal wharf. —Granted, on condition that the price paid be the same as that charged to other users, viz., lOd per gallon, and that a meter be installed. ANOTHER MILT, Mr A. Becroft asked permission to carry an electric cable to his timber yard on bank of Awaroa creek. Also for the use of town water supply ab per 1000 gallons for working flax fibre, etc. — Granted. ELECTRIC LIGHTING A letter was received from A. and T. Burt, Ltd., asking for an extension of time for closing tenders for electric lighting of the township, From John Burns Co., Ltd., recommending that the question of electric lighting be left over until after the war. From Hamlin and Co., engineers, Helensville, and Mr Jas. Stewart, re the electric lighting of the town. It was resolved that everything in connection with the above be j deferred for the present. FINANCE Accounts amounting to £308 14s 7d were passed for payment.
