HELENSVILLE TOWN BOARD
THURSDAY, NOV. 9th, 1916. PRESENT Comrs. J. F. Lambert (chairman), A. Becroft, H. Thompson, H. Aitkehhead, H. Graham, Jas. Stewart, and the clerk (Mr H. W. Stringer). The Clerk apologised for the absence of Com. E. T. Field, who was detained at Dargaville. MINUTES Minutes of previous meeting were read and confirmed. CORRESPONDENCE Outward. correspondence was confirmed. A report from the Roads Committee, being incomplete, was held over to next; meeting. MAN-HOLE AT SPRINGS. Mr W. Allen wrote asking that the man-hole on his propertyconnected with the town sewer be completed, and cut down to the" level of the ground. On.the motion of Com. Aitkenhead, seconded by Com. Graham, it was decided to have the work carried out. TAR SUPPLY, Moved by Com. Stewart and seconded 'by Com. Aitkenhead— That 50 barrels of tar be ordered for street repairs.—Carried. CROSSING REQUESTED. Mr L. P. Phillips wrote asking that a crossing be erected over the side channel in front of his premises in Awaroa Road. The Chairman proposed, and Com. Becroft seconded—That the bridge be placed at Mr Phillip's expense and under supervision of the Board's surfaceman. —Carried. BAD APPROACH. The Secretary of the School Committee wrote drawing the Board's attention to the bad state of the approach to the school ground on the roadway in Bth Avenue. On the motion of Com. Stewart, seconded by Com. Becroft, it was decided to instruct the surfaceman to attend to the work. PROPOSED GAS-WORKS. The engineer to the proposed gas-works wrote applying for further extension of time for starting work, owing to the difficulty of obtaining the necessary plant and material to proceed with the works, from the high prices ruling, and freights, and also to the embargo placed on the export of any gasworks material by the Minister of Munitions in the Home Government. It was decided on the motion of Com. Stewart, seconded by Com. Graham—That the request be not granted, and that as the Company had failed to complete their agreement, their deposit be forfeited. An amendment, proposed by Com Becroft, seconded by the Chair man—That the matter be held over till next meeting, was lost, only the proposer and seconder voting for it. HELENSVILLE BRIDGE TROUBLE Com. Stewart proposed, and Com. Graham seconded —That the Board's solicitors be instructed to take the necessary steps to have a commission set-up to finally deal with the Board's position with the Waitemata County Council, 'with regard to the new bridge. Stewart proposed - (in pursuance of notice of motion)— (a) That with the object of giving the Hot Springs better drainage, water, and lighting facilities, the Board take into immediate consideration the extension, of the town boundaries or in tfye alternative th,e formation of a BorQugh. of the Helensville Town, Springs, and such other adjoining districts as are deemed advisable. Graham proposed (as an amendment) and Com. Becroft seconded—That the Board endeavour to have the township for-med into a Borough, to include tne . tfot oprings district. Thompson seconded,— j That an. .expenditure book I^3 ke.p,t as from 31st March, 1916, showing separately the expenditure (within the Town District) upon each avenue, road, street, or bridge, under their respective head. —Carried unanimously.
IN THE CONCRETE. Com. Stewart proposed (in pursuance of notice of motion) and Com. Aitkenhead seconded —(a) That the Board take into immediate consideration the concrete chanelling with concrete blocks of the main street from the Railway gates (Terminus Hotel corner) to Main's corner (intersection of 4th Avenue, (b) A shed be erected upon the Board's section, Bridge Street, and the necessary moulds be made and material obtained from time to time as required to make sufficient channel blocks to complete that portion of the channelling from the Railway gates to the Union Bank corner, (c) That the Board (after fulfilment of item "b" of this resolution), direct its workmen to make concrete channel blocks in the shed built for the purpose, upon all wet days. Com. Becroft proposed (as an amendment) and Com. Graham seconded—That the Board endeavour to secure more suitable premises for making of blocks, in order to reduce the expense for carting. The amendment was lost, only the proposer and seconder voting for it. On Com. Stewart's motion being put, the Chairman declared the same carried. CONNECTING WITH SEWER. On the motion of Com. Stewart seconded by Com. Aitkenhead, it was decided that the Inspector (Mr Fifield) be instructed to furnish a repoit of all properties not connected with the Board's sewer; and also that he visit the premises not yet connected, and instruct ths owners that they must connect at once, or proceedings will be taken. GET ON THE WAR-PATH. Com. Becroft proposed and Com. Aitkenhead seconded —That all arrangements for recruiting be left in the hands of the Chairman. —Carried. THE PARLIAMENTARY TOUR. Com. Stewart proposed and the Chairman seconded—That in connection with the North Auckland visit of the Members of Parliament, in January next, the matter of arranging a guarantee of £25 towards the expenses, be left to the Chairman, with Com. Aitkenhead and the Clerk, the amount to be collected by public subscription.—Carried. GRAHAM'S CROSSING. Com. Becroft—Com. Thompson secomdsd —.That the surfaceman be instructed to fix up the crossing in front of Mr Graham's residence, Mr Graham having undertaken to supply the necessary pipes.—Carried. THE BOY SCOUTS. TO THE JBDITOR. Sir,—Would you kindly give me space in your paper regarding the Boy Scout movement ? As the people of this town know, such a movement is very much needed. The young boya have nothing to keep their minds busy, therefore I think that if we could get a good, strict man as Scout Master the boys—especially the smaller ones—would turn out in numbers. There is money lying idle, which was collected last year fqr this movement. Surely th,ere is, a m.an capable qf taking up the p,qsitiqn qf Scout Master in. Helensville.
