HELENSVILLE TOWS BOARD.
THURSDAY, OCT. 12, 1916
Present —Corns. J. F. Lambert (chairman), H. Aitkenhead, A. Becroft, E. T. Field, H. Graham, J. Stewart and H. Thompson; and the clork (Mr H. W. Stringer). — Minutes — Minutes of the previous ordinary and special meetings were confirmed. —Correspondence— The correspondence was read and dealt with. —Fishermen's Wharf — Mr W. \V. L. Bradly waited on the Board with reference to lengthening the rails at the Board's wharf for fishermen's nets. —On the motion of Mr Stewart, seconded by Mr Field, it was decided to leave the matter to the Roads and Bridges Committee. —Cost of a Bridge—' Mr Stewart proposed, and Mr Graham seconded: That the clerk write to the Waitemata County Council, asking for a reply to the Board's letter of the 27th ult., enquiring on what authority the Council demands the payment of onehalf of the cost of the new bridge over the Kaipara river, also for copy of agreement. —The reply, when received, to be handed to the Finance and Legal Committee, with power to call a special meeting to consider same. — Carried unanimously. —Signing Cheques — Mr Field proposed, and Mr Thompson seconded: That in future cheques be signed by any one member of the Board with the clerk. —Lost. Mr Stewart proposed as an amendment, which was seconded by Mr Aitkenhead, that all cheques be signed by any two members, with the clerk. —Carried. Mr Field proposed, and Mr Lambert seconded a further amendment, that all cheques be signed by the chairman and any one member with the clerk. —Lost. —Hospital and C. A. Board — Mr Stewart proposed, nnd Mr Aitkenhead seconded, that Hospital and Charitable Aid subsidy be paid to September 30th.—Carried. —Water Main Requested— Mr G. W. Stanwell made application to the Board for the water main to be laid to his property on Tau Kauri Block, Ratawhiri Road. —On the motion of Mr Stewart, seconded by Mr Becroft, it was decided that the matter be referred to the Water and Drainage Committee to report on. Mr Field, being interested in the Tau Kauri Block, did not vote. * - —War Regulations Act —■' ,A circular was received from the Waitomo County Council, asking the Board's co-operation in urging the Minister of Defence to discontinue the voluntary system of recruiting, and that a ballot be taken for tne quota in each military district, as provided in the War Regulations Act of 1916.—Mr Field proposed, and Mr Aitkenhead seconded : That this Board is not in sympathy with the proposal, and that volunteering should continue as long as possible.—Carried unanimously. —Billiard Room License — Mr F. Tucker made application for a renewal of his billiard saloon license.—lt was decided on the motion of Corns. Stewart and Field to grant the I application. —The Pathways— Mr W. Cullens wrote asking for a load of shells or scoria for a crossing at his residence in Garfield street, and drawing the Board's attention to the bad state of the pathway on the west side of Garfield street from 4th Avenue to Bth Avenue. I . — Question of Tar — | Mr Stewart proposed, and Mr AitkenIhead seconded, that the Roads Committee j inspect the paths, and that if satisfied I after visiting that the paths require I attending to, they have - authority to Ispend up to £10 for street repaira.— fcCarried unanimously. • ! ■ Hit was proposed by Mr Stewart, sec■nded by Mr Thompson, that the clerk ■ rite for quotations for tar from the R-uddand Gas Co. and.the Dargaville I Borough Council, .and on receipt of a Ireply the Roads Committee shall meet, land they be empowered to order up to 50 I barrels for spread over delivery.—Carried. I An amendment, proposed by Mr Field land seconded, by 'Mr Becroft, that the I Roads Committee report at next meeting j what quantity of tar is required, and that no tar be purchased until then, was lost. —Refund of Rates — Mr James Stewart made application for a refund of rates overpaid on the late F. Traver's property, now owned by him. —On the motion of Mr Field, seconded by Mr Becroft, the clerk was authorised to adjust the rates. —Defective DrainOn the motion of Mr Field, seconded by Mr Graham, the Roads Committee I was instructed to inspect the drain running from the railway line through the Kaipara Dairy Co.'s property, which has collapsed, and to invite the permanent way inspector to accompany them ; and that the Committee be given power to have the same fixed up at a cost not exceeding £5. —Railing a Culvert — Mr Stewart proposed, and Mr Field I seconded, that the Roads Committee I supervise the erection of railing on the \ outside of Pipitiwai culvert in Railway j street. —Carried unanimously. —Request for Scoria— "lur Stewart proposed and Mr Aitkenhead seconded, that application be made to the Railway Department for five trucks of scoria, to spread oa pathway alongside the railway property in Railway street.- -Carried. —Five Pounds from P.O. — I Corns. Stewart and Graham proi posed and seconded—That application bo made to the Posta Department for £5 towards tarring and sanding space in front of the Post Office. Also that application be made to
the Police Department for £5 towards metalling the northern pathway of 7th i Avenue. —Carried. —Fixing up Nelson Street — Mr Stewart proposed, and Mr Thompson seconded, that the Roads Committee report on the best method of expending the £75 donated by Mr D. Stewart for the grading and metalling of Nelson street. Also that the question of water and drainage for Nelson street be referred to the Water and Drainage Committee to report on.—Carried. —Question of Drain Pipes— Corns. Stewart and Lambert proposed and seconded that the Roads Committee report on best method of laying pipes for drain in Ratawhine Road. —Carried. —Report on Main Road — Corns. Stewart and Graham proposed arid seconded that the Roads Committee report on up-keep of road from Kaipara Dairy Co.'s factory to bridge, and report at next meeting.—Carried unanimously. —Hiring Roadmaking Outfit — On the motion 0f... Mr Aitkenhead, teconded by Mr Stewart, the clerk was instructed to write to the Manukau County Council, asking them on what terms they let for hire their road-making outfit.—^-Carried unanimously. —A Game of Bowls — A challenge was received from the Awaroa Bowling Club, for. the members of the Board to play a bowling match on the Club's green on Saturday, October 28th. —On the motion ot Mr Aitkenhead, seconded by Mr Graham, it was decided to accept the challenge. '■'■ NOTICES OF MOTION. —Elaborate Returns Requested— Mr Stewart proposed (in pursuance of notice of motion), and Mr Field seconded :—l. That a return be furnished showing the exact financial position (liabilities to be given under each head) of—(a) The general rating account, (b) Drainage and water supply loan rate account, (c) Water rates account, (d) Cemetery account, (c) Domain Board account. Mr Stewart proposed (in pursuance of notice of motion), and Mr Thompson seconded :—2. That a return be furnished showing (a) The capital value of each property in its rotation of order under the street heading, together with, (b) The revenue derived from general and charitable aid rate for the years 1915-16 and 1916-17, (c) The revenue derived from drainage and water loan rate for the years 1915-16 and 1916-17, (d) The revenue to be derived to be shown separately for the years 1914-15-16 : Consumer's water rate —The non-consumer's water rate — The drainage rate —Water at 1000 gals, and (c) The information under b, c, d, be shown in column order opposite A. Mr Stewart proposed (in pursuance of notice of motion), and Mr Graham seconded :—3. That a return be furnished in alphabetical order showing—l. Building permits taken out for the years 1912-13.----14-15-16 ; 2: Drainage and water permits taken out for the years 1913-14-15-16; 3. Licenses and tax certificates issued in the years 1915 and 1916. FINANCE The Board's debit balance at the Bank stands at £475 19s lid. Accounts amountingto £69 14s 6d were passed for payment.
