Still Earl Kitchener wa.nts more men, and to say he is just working by the rule of thumb to get them is beside the mark. L,abour and Socialistic circles is very much agitated against men being "forced" to goto the front, and is therefore totally against conscription. The Czar rules Hussia, the Kaiser rules Germany, and the old Emperor rules Austria, but King George of England does not rule England and her dependencies. The British Parliameut rules the King of England, and: the British Lion rules Parliament, therefore the Lion —generally speaking, the worker — objecting strongly against being forced to go to the front, Lord Kitchener being hard put to it, strikes the happy keynote, for he is going to get men, and as many as he requires, by hook or by crook, if we may use the expression, whether the British Lion likes it or not, as a late cable states— "An important Labour conference in London, after hearing statements on the military situation from Earl Kitchener and Mr Asquith, decided to organise a special recruiting campaign. It is stated that Earl Kitchener expressed a preference for the voluntary system, but said the present rate of recruiting was inadequate. His own system was that every district should furnish a quota, voluntarily if possible, otherwise by ballot." One and all are anxious to learn the result of this new proposition, because whatever it is, the Dominions will ha^e to be guided by it.
