THB reason wh.y the L/abqur Party declined to join the Wational Ministry, was explained by Mr P, C, Webb, H,V for Grey, at a meeting in the Globe Theatre the other night. The speaker said that as a result of public expenditure on the construction of railways and bridges in New Zealand, unimproved land had increased in value by £228,000,000. Six thousand persons who paid land-tax contributed only £700,000 towards the revenue of the country. Labour, he said, refused to participate in a machine that brought about this state of affairs.
