So far as the Echo can at present fathom the depths of the War Tax proposals, the stnaU man with the least earn-ing-power appears to be unfairly got at. Of course a war tax in am 7 shape or form was not expected to please' everybody and it was thought all along that the big man, who we always want to get at these Democratic days, and, apparently cannot, would'escape lightly, " and it is so. The Income Tax on the Capitalist, if made proportionate, should be sufficient to meet all demands, without having recourse to sho^e an extra halfpenny on the penny postage system, and two-pence extra on the ordinary and popular 12----word telegrams so universally used by the poorer class and the business man. ]3ut that is not so. The " happy family " (may its shadow never grow less) having decided upon the above two increases for revenue sake, the pedple have to grin and smile, and travel less by railway, or else trot out an extra fee. In the matter of increase on postage and telegrams, the small newspaper man, who is plodding along at a loss or bare subsistance for the sake of his subscribers and advertisers—the Echo amongst others—is hard hit in the matter of extra postage. For instance the end of the current quarter is upon us, and all accounts beyoud the town . delivery have to bear the extra halfpenny stamp postage, making three-half-pence on each letter. This, where there aije some hundreds to be rendered " outside," means a considerable loss to the newspaper man, and unless prompt replies are forthcoming, one never knows what may happen. Therefore, we trust that those concerned will take the hint, and respond accordingly.
