Russia Again Victor — Rou mania Ready for War—Turkey's Urgent Plea for Help

The Russians have achieved another success in Galife^a, equal to that at Tarnopol, and only 17 miles to the south-east, at Tremboola. Their second success yielded 7000 prisoners. Since the 3rd inst., the Russians have captured along the River Sereth 17,000 men and 99 guns.

A Rome message states that diplomatists are certain that Roumania is prepared to place 300,000 in the field in the event of an Austro-German invasion of the Balkans, the entry of Bulgaria, or the definite conquest of the Dardanelles.
