The Russians are officially stated to have gained decisive ■^successes both in East Prussia and iv the Cracow district. Panic is spreading in East Prussia. Forty thousand fugitives have reached Interburg, west of Gumbinnen, where the entire population is preparing to flee. In preparation for the siege of Cracow, the Military Governorhas expelled the civilian population. In Poland, between the Vistula and the Warta, a determined battle is still proceeding. Snow is impeding the operations in both the western and eastern theatres of war. In Belgium the troops are suffering great discomforts in the trenches owing to rain and frost. The Germans are apparently preparing for a new attack on the allies by way of Dixmunde, and are collecting large re-inforce-y ments. Ypres suffered severely in a violent bombardment on tj]P Clotli' I?a}i, which, flatesT 'b,ack |q "the," thirteenth pentjury, and the Hotel de ViHe heißg destroyed.
