WHO IS THE KAISER?

The German Emperor deolared war against Russia without consulting the Keichstag. This is the more remarkable in view of the fact that Kaiser William Is not " Emperor of Germany," but ''Emperor of the Cnnmans "--a very different thing. He is in reality only the hereditary and permanent President of the United States of Germany, and his powers over peaci and war are restricted to authority to declare a defensive war. The early mobilisation of 'the Kusi nis makes this!,"by'a' far stretch of theory, a defensive war, and doubtless Emperor Wiiliamwill claim that the Russians were mobilising against Gericauy. Of courso, the fait is that Germany had commenced to mobilise some time' previous to the ' Czar's order. The Kaiser will not have to make explanations. His p°-Opl^ are behind him. '' ■ ; ' \

THE PIG'S AMUSEMENT An amusing, but unpleasant, experience happened to a well-known Waimahaka resident. Having arranged to be away for a few days with his wife and family (says a Southland "Times" correspondent), he made his house secure, as he thought. A large pig (just about ready to kill) was let out of its stye, so that it could forage for itself in the garden. On his return three days later, he was surprised to find the pig anxiously waiting for him in the front room. With his two front feet on the window sill, he was peering out between the curtains, ready to welcome his master. The pig must have forced open the door, and then closed Jt again, and during his stay he amused himself by chewing the bottom out o? a couch, eating half a bag of Hour, haifa bag i-f sugar, sundry door-mats, linoleum, etc. It is needless to say that the pig had a warm reception on his owner's return.
