Germany forced on this war without any excuse, except that she thought the time favourable to the realisation of her dream of self-aggrand-isement ; she commenced it by ruthlessly invading a small and weak country, whose neutrality and independence she had solemnly pledged herself to maintain, and she waged war on its people with a ruthless ferocity and disregard of all canons of civilised warfare, which has raised a cry of horror and indignation throughout the world.
