UNDER the new Licensing Bill there is at least to be a check on the Austrian bush wine and wholesale drinking. The first of the two classes provides that wine shall not be made for sale except by holders of wine-makers' licenses granted by a magistrate,

on receiving a favourable report from the police as to the fitness of the applicant. A fee of £10 shall be paid for a wine r maker's license. A wine-maker's license shall authorise the holder to sell wine of his own manufacture in quantities of not less than two gallons. No wine shall be sold or offered for sale by the holder of a license unless his name and address are printed on labels attached to the cask or bottle in wbich the wine is contained. Every person who commits a breach of this section is liable to a fine not exceeding a £100.
