THE WAR SCARE
THE dogs of war have been let loose with a probability of involving several nations of Europe unless better counsel prevails. Servia and Austria are at loggerheads, and unless Germany and England successfully intervene, these nations, with France, Russia and others, will be brought into serious conflict at the very time when it was least expected, and certainly never desired. The general opinion appears that Austria is at fault. At time of writing the. Servians are in active operation and have already done some firing. A semi-official communique issued in Vienna states that the Servian reply to Austria's ultimatum is intended to create a false impression. While apparently complying with the demands, it contains far-reaching reservations, making the concessions insignificant. Anyway, Servia. expects that Austria, in order to preserve European peace, will accept arbitration by a conference of ambassadors.
