TOWN BOARD ;
The above Board met on Saturday afternoon last. Present, Messrs J. McLeod (chairman), A. Becroft and "Jas. Hand. < The minutes of previous meeting were read and confirmed. The Clerk stated that the surfaceman had reported that it -would only take a few yards of metal to repair Eailway Road to Pipitiwai. Work sanctioned. Copies of by-laws from several Councils were laid on the table. DEDICATION OP STEWART STEEET. Mr D. Stewart waited on the Board and handed in deed dedicating Stewart Street to the Board. He stated that he could not Jgive titles to those who had bought sections facing the street till the deed was registered. The Chairman stated the Board had a2cepted Stewart Street some time and signed the plan. , It was decided, the deed be signed, INDICATION OF AWAROA ROAD, Mr D. Stewart produced a complete plan and deed in connection with the dedication of Awaroa Road, signed by himself and Mr Hook, and other parties concerned, which was accepted by the Board on Mr Ziman, the Board's solicitor, stating that the deed and plan were in ordei and complete, Mr Stewart stated he was satisfied to carry out the metalling of the road 'as agreed on ; and asked that the metal be ordered forthwith, so as to get it down before winter set in. Ho had already paid amount for metal, The seal of the Board was attached and the deed signed and handed to Mr Ziman to be registered. GENERAL,Letter from Justice Department in reply to Boards application for subsidy towards formation ef road bordering Police Station at Helensville, stating that the matter would receive consideration. Letter from Mr T. F. Martin, secretary of "The Municipal Association of New Zealand," stating that the constitution had been extended as to include Town Boards, and asking the Board to join the Association at a fee of £2 2s. Mr Becroft thought the amount would be well spent as they would get all legal opinions given to other Boroughs and. Town Districts which would be very useful. It was resolved that the Board join Municipal Association. Mr!?. Dye, wrote in answer to the Boards last letter re Dr Meinhold's attendance on Mrs Hann. which ho placed before the Charitable Aid Committee, and forwarded reply. He stated that the Chairman of Com> mittee had explained that if the Board were to meet all Doctor's accounts for all unauthorised attendance all over the Hospital District they would be so inundated with accounts that the Board could not meet them on the present rate that is struck, and the poor people would not bother to go to the Public Hospital where pro vision is made for them, and also if they are in poor circumstances, their rail and cab fare paid bj the Board. Of course you will understand themaintenance of the Public Hospital, Costly Home, Alexandra Home, Charitable Aid, Infectious Hospital and now Consumptive Home, share of Home for Incurables, and interest on loans for buildings has to be provided out of the income of the Board. He was sorry that the Board could do nothing in the caso.
The reply forwared from the Relieving Officer, pointed out that the Charitable Aid Board did not guarantee or pay doctor's fees in any part of the District, and that the rate paid by any local authority is no more than that paid by any other looal body, that is to say, a fraction of one penny in the £, on the capital rateable value of property throughout the Hospital district. The committee had decided to adhere to their previous decision to decline to pay the account. The Chairman said they should not drop the matter. This was an ex*, ceptional case, that could not reach the Hospital, and had to be attended to on the spot, or the woman allowed to suffer. He contended that the Hospital Board t should pay fees in cases of this description, where the doctor had to give his services for humanity sake. It was decided that tho Clerk again write the Board. Letter from the secretary of the committee of the North Auckland Court at the Auckland Exhibition, was read, and deferred till next meeting for the Helensville delegate to get further information. A telegram was read from Mr W. H. Herries, Minister of Railways, notifying the Board that the 18th of March had been definitely fixed for the opening of the Te Hana-Kaiwaka section of railway. Mr J. Morris, jnr., wrote informing the Board that he had started carting in Helensville with a two-horse team and asking for a share of the Board's work.. Merck ers agreed that as now there were more carters in the district, the carting for the Board should be let by tender. It was resolved that in future tenders be called for carting metal and scoria by the yard. Letter from local fruiterer re hawking imported fruit ant? vegetables was discussed, and it was resolved that hawkers bo notified that they must take out a license, at a fee of £2 2s, if they wished to hawk for sale other produce than that grown locally. In view of a town band being started in Helensville the Clerk was authorised to write the Warkworth Town Board on the matter as tho band there was vestedjjin that Board.
RATES. It was resolved, That the Clerk write to all defaulters notifying them that outstanding rates must be paid forthwith, or proceedings would be taken, REVALUING^' TOWN PROPERTY. Mr Hand pointed out the necessity of having all property in the town re"* valued. He pointed out that the present values on some property were out of all reason. Mr Becroft thought it was advisable to revalue all property in the town and have it put in order. It was resolved that the Clerk write the Valuation Department asking that the Helensville Town District be revalued. The Clerk was instructed to ask Mr H. M. Wilson to forward town plan. ACCOUNTS, Accounts amounting to £26 5s 8d paid between' meetings were passed, and outstanding accounts amounting to £30 12s 66 were passed, for payment.
DRAINAGE BOARD. Letter from Mr Jas. Stewart stating that he would be glad to know what arrangements had been made with the Marine Department—(l) Regarding the outfall of the drainage into the Kaipara River near Pipitiwai; (2) Crossing of the Awaroa Creek at the Bridge; as you are aware, when I was chairman, no finality had been reached in the matter. You have taken up a stand which I must say is not a correct one, of ignoring me in connection with this and other mat'ters, and I would be glad to have your reply. The Chairman: What reply was wanted, as far as he knew permission for a ceptic tank at Pipitiwai was granted, as we were informed by Mr Stewart when chairman. This is in keeping with other business carried out by the late chairman. There was nothing on record. Mr Becroft: The late chairman told me that there was a letter from the Marine Department stating they would not sanction the drain beinaput across Awaroa River by the bridge. The Chairman : If Mr Stewart was in the township he should have at~ tended the meeting. It was decided to reply that the Board knew nothing as' to the drain going across Awaroa creek. Letter from State Guaranteed De« partment re payment of debentures. It was decided to sign new debenture forms. The agreement with Railway re drains going along the line was signed. ■ Letter from Mr Jas. Stewart with reference to application for permission to proceed through his property with the drainage work, stating he was agreeable to grant permission, provided that the Board would deposit with some person agreed upon, the sum of £20 as a guarantee thai; re*> pairs will b« effected to the right-of-way and same put in good order after the drainage work is cairied through, and on your failing to put same in good order, then I am to have authority to do the work, and refund you any monies that should be left out of the deposit. ACCOTJXTS. Accounts amounting to £230 17s lOd paid between meetings were passed, and accounts amounting to £71 8s 8d were passed for payment. In answer to Mr Brcroft the Clerk slated that up-to-date £4,400 had been spent, £018 of the amount had to be refnnded from the waterworks loan. The pipes for the water would cost £3,100 and with the £*Glf? -would leave a balance of only £1382 to complete the water scheme. The balance left for drainage work was about £1,300. Mr Becroft drew attention to one account that had been running since the drainage work started. He moved ''That all accounts not rendered monthly be not recognised." There was only about £1300 to spend, which would not complete the drainage work. Mr Hand seconded the resolution which was carried. WATER SCHEME Pipe Track—The Chairman stated that the Engineer had decided to keep to the low level pipe track through Mr John Hand's property. Most of the material for the dam could go by the top road. Mr Becroft thought that the site for the dam could be cleared and got ready. The Chairman : A good start could not be made till they had got another draw from the Government. As to a settlement with John Hand, lie had told the Engineer he thought it would be best to settle the matter under the Public Works Act. The matter of settlement with John Hand was left till next meeting. Peterson's Property—Mr Peterson wrote asking for payment for 55 acres of his property required in connection with waterworks scheme. After reading-correspondence on the matter from Mr Sharp (arbitrator for Mr Petersen), Mr E. Allen (Board's arbitrator), and Mr R. L. Ziman, (Board's solicitor), it was resolved, that Mr Petersen be made on offer of 35s an acre. MINISTER 01- MARINES VISIT. The Clerk was instructed to wire the Minister of Marine if when visit> ing the distriofhe oould spare time to meet the Town Board, so as matters in connection with the drainags could be put before him.' NEXT AIEEIING. The next meeting was fixed for Saturday March 15, at 2.30 p.m.
