" English they be, and Japanee They hang on the Brown Bear's flank." —" The Rhyme of the Three Sealers."
R. Kipling. The balance of world power is .continually, though slowly, shifting with the rise and fall of nations, and the rise of the Japanese Empire within the last 50 years has been astonishing in its rapidity. It is therefore only right that we should know something of these virile islandeis, and the people of Helensville will be exceptionally favoured in this respect, i n that the Mikado (to give him his full title—His most Serene and Imperial Majastj, What-For-Whi, Emperor of Japan), with his daughter, Princess Chrysanthemum, anu members of the Japanese Court, includinp two Princes of the blood royal, will be publicly presented in the Foresters' Hall on the 27th of this month, when we will have an opportunity oi obtaining some valuable information as to their manners and customs, and especially the Emperors' gentle methods of dealing with his 40,000,000 or so of subjects. The Emperor and his suite are said to be very entertaining people, so keep this date (27th September) open, and do not miss the occasion.
