Kaulbars is understood to be aeekiti" a motive for a rupture with the Regency to enable him to return to Russia. Kau 1 bars lias intimated to the Regency hi* intention of leaving Buigaria today, unless the Prefect and Commandant Filibie are dismissed owing to the arrest of one of the Russian consular servants. (Received November 22, 1.15 p.m.) November 20. In consequence of the noncompliance of the Regency with the lequest of Russia that the Prefect and commandant at Philippopolin be dismissed, owing to the arrest of Russian consular servants, General Kaulbar* and the different Russian consuls throughout Bulgaria and Roum-lia have left their posts. Russian have been placed under the protection of the Freuch consuls.
