In consequence of the noncompliance of the Regency with the lequest of Russia that the Prefect and commandant at Philippopolin be dismissed, owing to the arrest of Russian consular servants, General Kaulbar* and the different Russian consuls throughout Bulgaria and Roum-lia have left their posts. Russian have been placed under the protection of the Freuch consuls.
