Extraordinary safeguards are being taken by the authorities to prevent a disturbance arising out of the Socialists' meeting in Trafalgar Square on Sunday, and a considerable foice of infantry and artillery will be in readiness for any emergency. November 19. Lord Salisbury has written a letter stating that he is unable to propose definite proposals to the deputation of unemployed from the Socialists. The Times to-day publishes a report that Sir R. Hamilton, Under-Secretary for Ireland will shortly be removed from Dublin Castle, owing to his Nationalist tendencies. It is understood that the site of the Imperial Jabilee Institute will be at Whitehall or Westminister. Mails from Melbourne to October 9, per Messageries steamship Oceanien, were delivered to-day. It is announced that Sir R. Hamilton will resign the Under Secretaryship of Ireland at the end of this month. Mr Arthur Balfour, Secretary of yrate for Scotland, is appointed a member of the Cabinet. At a meeting of colonial AgentsGeneral to-day, a communication was received from the Prince .if Wales siting that the committee had decided against reopening the Colonial Exliibiti»n, and against the disposal of the exhibits there. The Time* to-day publishes a parassraph stating that the Cunard and White Star Steamship Companies decline the. proposal made by the Postmaster General that they should undertake the conveyance of mails between Qu-eiiHtown and America twice weekly, at the rate of three shillings per poond for letters, and threepence per pound for newspapers. The reasons assigned for the refusal are that the Post Office wishes to reserve the right to make a third despatch weekly by any steamer leaving other ports of the United Kingdom. This is understood to refer to ihe North German Lloyd's line from Southampton. The Cunard and White Star Companies urge that the conveymce of mails with passengers under the contract compels them to incur loss during slack seasons, and they are prepared to conduct an efficient service or none at all. They fu.th.-r announce that unless saiisfactory arrangements are concluded by the 30th in.st. the Cunard and White Star boats will cease to call at Queenstowii, consequently neither will be available for the conveyance of mails to or from America. (Received November 22, 1.15 a.m.) November 20. It is announced that Sir R. HamiU ton, late Under-Secretary for Ireland, has been appointed to succeed Sir G. c! Strahan as Governor of Tasmania. The statement that extraordinary military preparations were being made relative to the Socialistic meeting which is to be held in Trafalgar Square tomorrow (Sunday), is authoritatively denied. The statement published by The Times as to the site, area, and cost of the Imperial Institute is without foundation. (Received November 22, 1.15 p.m.) November 21. The Socialistic demonstration, as previously arranged, took place in Trafalgar Square this afternoon. Fully 50,000 persons were present. The usual Socialist resolotions were passed. The proceedings passed off without distui bance. The New Zealand Shipping Company's steamship Rimutaka left Plymouth this afternoou tor Auckland calling at the Cape of Good Hope. Rangoon, November 20. News has been received that the Shan tribes are resisting the approach of the British expedition which is proceeding to Upper Burmah for the purpose of securing the ruby mines in that district. Paris, November 20. M. Freycinet has received a despatch from Earl Iddesleinh, Seoetary of State for Foreign Affairs, stating that the Agents-General of Victoria and Queensland have made urgent remonstrances against the sending of recidivistes to New Caledonia.
