It is thought the threatening attitude assumed by Russia is simply intended to paralyse Bulgaria into submission. The Regents have invited the Great Powers to suggest a ruler to replace Prince Alexander. October 15. The commander of the Bulgarian troops at Rustchuk has been arrested for obeying General Kaulbars. October 17. Mr. Stransty, a Bulgaiian Envoy, has been authorised to arrange a treaty of alliance with Servia. The Beilin Bourse distrusts Russian securities, and many have been thrown on the market. Russia declares that England is the cause of the distrust.
