Lord Randolph Churchill, Chancellor of the Exchequer, has gone to the continent, but where is uncertain. It is believed, however, that he is in Dresden. The rumour which was current that he has gone to Berlin with a political object is disproved. (Received Octobers, 10.15 p.m.) The Court of the Common Council of London has postponed the discussion of the question of the establishment of an Imperial Institute until they shall have received further information as to the amount likely to be raised for the purpose. (Received October 9, 1.30 a.m.) Evening, At a meeting of the Committee appointed for the purpose of raising funds for the establishment of an Imperial Institute, Sir Charles Tupper, High Commissioner of Canada, who has been appointed honorary secretary, explained that the establishment of an Imperial Institute was in respond to the wishes of the Queen as the most acceptable form of showing the loyalty of her subjects, and of celebrating the jubilee year of her reign. They considered that such an Institute would be a mutual compliment to the Queen and to the colonies. The Committee have no idea of reopening the Colonial Indian Exhibition, but would found the Institute, taking the exhibits for a nucleus. Sofia, October 8. The Bulgarian Government have issued a diplomatic note to the Great Powers protesting against the action of General Kaulbars in his tour through the Balkan Provinces.
