A RUSSIAN JOURNAL ON HIS LORDSHIP'S SPEECH. [special to press association. I London, October 1. The English Press considers that M. Tisza's speech is both a warning and a challenge to Russia. The Times urges that England's policy plainly is to extend a cordial moral support to Austria on the Eastern question. October 4. The existence of a plot, in which it had been arranged that General Kaulbars should overthrow the Bulgarian Regency, has been betrayed. Pesth, October 1. M. Tisza, President of the Council of Ministers, has further announced that Austria desires that the Datious of the Balkan Peninsula which possess selfgovernment shall adhere strictly to the Treaty of Berlin. The Austrian Government has instructed its Ambassador at St. Petersburg to complain to the Russian Government of the conduct of the Russian agent Kaulbars in Bulgaria. St. Petersburg, October 5. The Journal de St. Petersburg, in an article to-day, speaks in ironical terms of Lord Churchill's solicitude for the people of the Balkan Peninsula, as expressed in his lordship's speech on Saturday last. The Journal hopes that the people of the Balkan States will cooperate with the view of rescuing Bulgaria from the agitators who are abusing thoir present power to push the political opponents who are endeavoring to secure a majority in the National Assembly.
