Arrived, last evening, the steamship Manapnuri, from the Bluff. (Received September 4, 12.45 p.m.) September 4. Sir Graham Berry, the Agent-Gen-eral, telegraphs to Government that M. de Freycinet, the French Premier, refuses to make any concession in regard to the transportation of recidivistes, and states that the laws relating the.ieto must take their course. Berry further announces that Lord Lyons, the British Ambassador at Paris, reports that M. de Freycinet has expressed his annoyance at the representations made to him by the British Government. Sir Graham adds that Mr Stanhope, the Secretary of State for the Colonies, has stated that he still has hopes of a satisfactory settlement of the New Hebrides question.
