PARLIAMENTARY.
THE MINING BILL. SPECIAL POWERS and CONTRACTS BILL. STONEWALLING THE REPRESENTATION BILL. [from our own correspondent.] Wellington, August 11. The final passage of the Mining Bill is now ensured. The Minister of Mines and Messrs Seddon, Guinness, and Fraser have been appointed a committee to draft reasons for disagreeing with amendments made by the Council. These amendments are not of vital importance, seeing the main features of the bill have not been attacked. The Lords found they had gone a little too far and have gracefully retreated by allowing the reduction of miners’ rights to pass without a division. The proceedings in the House yesterday were somewhat lively. The Special Powers and Contract Bill was passed, and the debate thereon was very acrimonious. The Representation Bill is being stonewalled, and the session will necessarily be prolonged unless Government withdraw it. Bv its provisions Westland loses one • . its members; Nelson also loses one. Saturday should see the close of the session.
