The petition against the return of Jesse Codings, M.P. for Ipswich, bus been upheld. Codings is consequently unseated. His Royal Highness the Prince of Wales, as Chairman of the ColonialIndian Exhibition Commission, has appointed a special committee to receive colonists who may visit the Exhibition. Earl Rosebery, Secretary of State for Foreign Affairs, infoimed the House of Lords to-day that the Russian squadron had only gone to Smyrna for the purpose of revitualling, and would immediately rejoin the Combined Fleet at Sudo Bay. Rosebery added that Russia was prepared cordially to cooperate with England as to the movements of the squadron. At a meeting of persons interested in the question of International Copyrights to-day, it was resolved to introduce a bill into Parliament having for its object the inclusion of the British Colonies in the Convention. The Agent-Generals promised in the meanwhile to refer the matter to their respective Governments. The conversion of New Zealand stocks has taken place to the extent of two and half millions.

(Received April 2, 7.30 p.m.) Tile weekly returns of the Bank of England, published to-day, give the proportion to liabilities at 40 per cent., or one per cent, below last week. The total reserve in notes and bullion amounts to £13,700,000, being £BOO,OOO below last week’s reserve. The directors of the Bank of South Australia have declared a dividend for the half-year at the rale of six per cent, per annum, and carry forward and place to the reserve fund the sum of £4OOO.

Lord Wolverton, Postmaster-General, slated that he had nuclei- consideration a scheme tending in the same direction as the proposals [Hit forward in (he House of Commons by Mr Hennicker Heaton, and added that he had reason to believe an arrangement would be made that would prove satisfactory to the colonies.
