Constantinople, March 21. The Roumeliau difficulty is not yet settled ; Prince Alexander, of Bulgaria having urged his appointment as life Governor of Roumelia, in lieu of proviso of agreement. It is, however, expected Prince Alexander will yield to the wishes of the Porte on the subject and accept the appointment for a term of years, under protest.
