It is announced that his Majesty the Sultan has sanctioned the agreement which has been arrived at by M. Zanoff, the Bulgarian special envoy to Constantinople, for the soulemeut of affairs in Bulgaria. Th- Tunes this morning, referring to the agreement question, states that by if. Prince Alexander recognises the Berlin Treaty as binding, but is at liberty to revise and otgauise the statutes of ihe country. Prince. Alexander is to be appointed Governor of Eastern Rotimelia for a term of five years, its renewal to be at the discretion of the Sultan, in return for which he undertakes to act in defence of Turkey should occasion lequire. A protocol has been signed between France and Germany, defining the territory appertaining to each nation in the west coast of Africa, and in the South Seas. Under the terms of (he agreement, Germany engages not to hinder France in occupying the New Hebrides Islands.
