THE ROUMELIAN DIFFICULTY. (Received January 14, 3.20 p.m.) London, January 13. Upon the assembling of Parliament to-day, Bradlaugh, member for Northampton, advanced to the table and was sworn in in the usual manner. The Hon. the Speaker read a letter he had received from Sir Michael Hicks-Beacb, leader of the Government in the Lower House, urging him not to allow Mr Bradlaugh to be sworn. But the Speaker ruled that he was bound to ignore the letter, as any resolution of a former Parliament had no authority to bind the present one. Sir Michael Hicks-Beach attempted to make some remarks, but was at once stopped by the Speaker, who ruled that as he had not been sworn in, he was nob entitled to speak. The British Consul at Apia has officially informed Mr Hayard, the English representative at Noumea, that Germany has seized Samoa.

The collective notes framed by the Great Powers have been presented to Greece, Servia, and Bulgaria, calling upon them to demobolise their armies. Considerable excitement prevails among the Greeks, and it is feared they will refuse to carry out the demands of the Powers.
The Porte is arranging for the settlement of the Roumelian difficulties, the basis being the appointment for five years of a Governor ot Roumelia.
