THE FRENCH in MADAGASCAR,
The French do not seem to be thriving any better in Madagascar than at Tonquin, from which country it would be seen by a cablegram received and published by us late yesterday afternoon, a Committee of the French Chamber of Deputies has expressed itself in favour of the complete withdrawal of the French troops. In their " enterprise " at Madagascar, a contemporary writes, " the French have already spent more money than the revenues of that country would yield in ten years, and yet they are as far off the object with which they set out as ever. As a matter of fact, the Malagasies have proved to be tougher men than the French encountered in the delta of the Red River. It is a crnel war that is not to be justified on the ground of the repudiation of treaty obligations. The treaty rights of France with Madagascar might be compassed by the dimensions of a nutshell. The little battle which they fought at Tarataf proves how climate tells on European troops, and it may be hoped that the recall of Admiral Miot is but the precursor of an order to abandon the expedition altogether."
