(Received October 20, 1.30 a.m.) London, October 21. Sir Richard A. Cross, Home Secretary, addressed a meeting of his constituents of South-West Lancashire, at Manchester, last night. He stated that the Conservative party wouid take measures for the protection of the colonies, considering them as of equal importance with the remainder of the Empire. The Times this morning states that Mr Bernard has handed the reply to his ultimatum from King Thebau within four days' time. (Received October 20, 2 p.m.) Paris, October 19. The rpsult of the balloting shows a considerable Republican majority. (Received October 21, 2.15 p.m.) Rio de Janeiro, October 20. The New Zealand Shipping Company's Royal Mail steamship Kaikoura, from Wellington, arrived here yesterday. Her frozen meat is in good order.
