MOBILISATION OF THE BULGARIAN ARMY. MEAT AND WOOL MARKETS. RECONNAISSANCE OF THE HOVAS' POSITION AT MADAGASCAR. REPULSE OF THE FRENCH WITH CONSIDERABLE LOSS. (Received September 20, 5 p.m.) London, September 19. The Right Hon. W. E. Gladstone, in view of the approaching' general election, has issued a politics! manifesto to his constituents, county of Midlothian. He urges the complete withdrawal of British troops from Egypt at the earliest possible moment, and expresses himself as being distinctly opposed to annexation, the protectorate, or the indefinite occupation of that country. Speaking of Home affairs, Mr Gladstone advocates a reform of the House of Lords and the land laws, the necessity of readjustment of the incidence of taxation, pointed out, as well as for the extension of the principle of local selfgovernment compatible with the maintenance of the supremacy of the Crown, the integrity of the Empire, and the authority of Parliament. In conclusion, Mr Gladstone announces that he speaks as the working chief of the Liberal party. (Received September 21, 1 a.m.) September 20. Advices from Sicily state that cholera is increasing to an alarming extent at Palermo. News is to hand from Roumelia of a revolution having taken place there, fortunately of a peaceful nature, and unaccompanied by bloodshed. The inhabitants in the province seized the the Turkish Governor, Alexo Pasha, and have issued proclamations declarin? the union of Roumelia with . Bulgaria. The ltonmelian army took the oath of allegiance to Prince Alexander, of Bulgaria, and are now occupying several strategic points on the Turkish frontier. In consequence of these events the Bulgarian army has been mobilised. September 18. The total quantity of wheat afloat ' for the United Kingdom is 180,000 quarters. Advices from Admiral Miofc, commanding the French forces in Malagasy waters, staie3 that the troops under his command recently made a reconnaissance of the FTovas'position at Tar-agal, Madagascar, but were attacked by the enemy, and repulsed willi considerable loss. —♦ [special to press association. I London, September 14. Mr Charles Todd, C.M.G., Post-master-General and Superintendent of Telegraphs for South Australia, states that the cable rates to Adelaide will be 8s 8i per word for Government and public messages, dependent upon the Indian Government conceding per word. Press rates are 2s 8d per word. The public are dissatisfied with the tariff, and in consequence of the unsatisfactory reductions made by South Australia on the overland route there is some talk of another line being constructed.
