Joseph Chamberlain, addressing a public meeting at Warrington last night, stated that the Opposition rejected the demands made by Mr Parnell, and expressed a hope that the Whig party would accept the programme of the Radicals, as otherwise they would be compelled to part company. San Francisco, September 7. The Pacific Mail Company’s Royal Mail steamship City of Sydney arrived here to-day with the Homeward New Zealand mails, dated Auckland, 18th August.

Spain has refused to allow the Caroline Islands difficulty to be settled by arbitration. With reference to the seizure of Uap by Germany, the Spanish Governor of that island decided to offer resistance to the landing of the Germans; but the commander of the man-of-war there refused to assist him, and has since been dismissed from the service. Three men-of-war dispatched to Uap have been ordered to act with energy. September 7. At present the public feeling in Germany over the difficulty with Spain is quiet. Fifty arrests of rioters have been made in Madrid. In consequence of the opportunity afforded by the present trouble over the Carolines, it is feared that a rebellion will break out in Spain between the rival factions. The French Press are all urging, in the event of war between Spain and Germany, that France should maintain an absolute neutrality. The following vessels will join the Flying Squadron : The Calypso, Rover, Hyacinth, Royalist, and Thalia.
