It is announced that it is the intention of the Treasury to institute a prosecution against Mr Stead, of the Fall Mall Gazette, and Mr Bramwell B oth, and other persons, for the abduction of a girl named Lilly Armstrong,
in connection with the recent Jefferies scandal.

Prince Bismarck has notified to the British Government his readiness to submit the entire question of the occupation of the Caroline Islands to arbitration. The agitation which is going on in Spain with regard to the infringement by Germany of the Spanish claims to the islands in question is provoking the auger of the Gorman press, which latterly has displayed considerable acerbity towards Spain. (Received September 4, 1 a.m.) Berlin, September 2.
The International Telegraphs Conference has virtually decided to reduce the press rates for telegrams between Europe and Australia to 2s 8d per word, the South Australian Government having assented to the reduction on the overland section.

Cholera is reported to have broken out at Palma, and the disease is also stated to have made its appearance in other parts of Italy.

A reconciliation has been effected between Messrs Parnell and Davitt, their differences of opinion on certain matters in connection with, the control of land having been adjusted. Owing to the representations made by Prince Bismarck, Russia has abandoned the idea of endeavoring to throw discredit on the Tories respecting their negotiations for the settlement of the Afghan difficulty, so as to injure them at the forthcoming elections. If the Tories are defeated, it is expected that Russia will seize Herat.
The leading Tories are urging candidates for the Irish constituencies to disavow Mr Parnell as their leader.

Sir A. Stuart, Premier of New South Wales, in a letter to the Pall Mall Gazette, opposes Earl Grey’s Federation Council scheme.
As an outcome of the meeting between the Czar of Russia and the Emperor of Austria, it is believed that the latter Power has agreed to enforce the neutrality of Turkey towards Russia.
