DEPARTURE OF HIGH COMMISSIONER FOR NEW GUINEA. ARREST OF TWO. MEN ON SUSPICION OF MURDER. PERMANENT ARTILLERY FORCE AT QUEENSCLIFF. SENTENCE OF REST OF THE INSUBORDINATES. (Received August 19, 1.40 a.m.) Adelaide, August 18. The Colonial Treasurer, the Hon. S. Newland, brought down his financial statement to-night. He proposes to increase the duties on ale and beer by threepence per gallon and perfumed spirits 8s per gallon ; while tobacco and cigars are to be raised sixpence and a shilling per lb. respectively. It is proposed to levy an import duty of 5s on horses, 2s 6d on cattle, 3d on sheep, and 2s on pigs. All present five per cent, ad-valorera duties are to be abolished. (Received August 18, 1.15 p.m.) Sydney, August 18. The steamers Massilia and Lusitania, which have been doing duty as armed cruisers, left yesterday for England, in accordance with Admiral Tryon's instructions, to report themselves to the Admiralty. Mnjor-General Sir Peter Scratchley, High Commissioner for New Guinea, left Sydney yesterday for that territory, in order to assume his duties. (Received August 19, 12.30 p.m.) August 19. The police have arrested two men on suspicion of being concerned in the murder of a policeman at Canterbury, New South Wales, on the 13th inst. Melbourne, August 19. The remainder of the insubordinate members of the Permanent Artillery were sentenced to four months' inipiisonment by court-martial; but the prisoners having been rocommended to mercy, the Government after reduced the sentences to three months.
