Havelock has beeu appointed Governor of Natal, in place of Sir Henry Bulmer ; and Sir William Robinson succeeds him as Governor of Trinidad. (Received August 19, 12.30 p.m.) Eve Ding. Earl Carnarvon, Lord Lieutenant of Ireland, accompanied by the Countess, is making a tour of the West of Ireland. The Vice-regal party has met with a hearty reception so far. New York, August 18. The commercial depression which prevailed some time past shews signs of a diminution, and trade is improving generally.
