In the House of Commons last night Lord Randolph Churchill, Secretary for India, announced that the Government were in receipt of a report from Colonel Ridgway, in charge of the Afghan Boundary Commission, to the effect that the Russian force in the vicinity of the Zulfikar Pass was being considerably increased. (Received July 16, 11 p.m.) It is announced that LieutenantColonel H. P. Peacock and Captain Yates have gone to Herat, to which place the Boundary Commission are now proceeding, (Received July 17, 1.55 a.m.) The Boundary Commission has removed to Herat, at the request of the Afghan authorities, in order to direct the works being carried out for the defence of that place. A meeting of the Federation League was held at Liverpool to-day. Resolutions were passed affirming that the federation of the Empire was essential, but deprecating any attempt to interfere with the rights of local Parliaments. The Union Bank of Australia has declared a dividend for the past halfyear at the rate of per cent, per annum. It carries forward and places to reserve fund £56,000. (Received July 17, 11 a.m.) Later. Please cancel telegram regarding Union Bank dividend, and substitute the following;—The Union Bank of Australia has declared a dividend for the past half-year at the rate of 16 per cent, per annum, and carries forward and places to reserve the sum of £36,000 (not £56,000). (Received July 16, 11 p.m.) Rome, July 16. The Moat Reverend P. F. Moran, Catholic Archbishop of Sydney, arrived here to-day.
