BRITISH CHANCELLOR'S STATEMENTS. BURNING OF UNIVERSITY COLLEGE, ABERYSTWYTH. FEDERATION ENABLING BILL. (Received July 10, 7.30 p.m.) London, July 9. In the House of Commons to-night, Sir Michael Hicks-Beacb, Chancellor of the Exchequer, brought down the financial proposals of the new Government. He anuounced that the suspension would be extended to the new sinking fund, and that Treasury bills to the exteut of £4,000,000 had been issued. In other respects he was prepared to adhere to the scheme formulated by' Mr Childers, in his recent statement, when Chancellor. HicksBeach informed the House that ont of the extraordinary vote of .£11,000,000, £10,000,000 had already been expended. The University College at Aberystwyth, Walea, has been completely destroyed by fire. (Received July 11, 1.50 a.m.) Evening.
In the House of Commons to-night, the Colonial Federation Enabling Bill was read a second time. (Received July 11, 3.10 p.m.) July 10. A discussion on the Colonial Federation Enabling Act did nob take" place when the second reading was moved, but it is leserved until the measure shall have reached committee stage. Sir R. Herbert, Permanent tinderSecretary for the Colonies, has informed the various Colonial Agents-General that Government intend the omission of the proviso of allowing any colony quitting the Federal Union to repeal Acts referring to itself that have been passed by the Federal Council during the time that such colony was a member of the Union.
