(Received June 30, 3.30 p.m.) London, June 29. News is to hand from Afghanistan that a serious rising has taken place in that country. Isa Khan, aided by Russian allies, has broken out into open revolt against Abdullah Khan, Afghan Governor of the Province of Khunduz, in the north-east of Afghanistan. He is stated to have taken forcible possession of the town of Khanbad, a short distance from Khunduz, the capital of the province, and has there seized the treasure belonging to Abdnr Rahman, Ameer of Afghanistan, to the extent of one million pounds sterling. (Received July 1, 1.30 a.m.) June 30. Mr Gladstone has issued a written address to the electors of Midlothian, in which he explains that his duty to the Liberal party obliges him to seek re-election at the hands of his constituents. Mr Watts, A.R.A., has declined the baronetcy which was offered to him. It is definitely announced that Mr Gorst, Q.C., and M.P. for Chatham, has been appointed Solicitor-General in the new Administration. fspecial to press association.] London, June 25. It is understood that Lord Baring, son of ihe Karl of Nor til brook, has been appointed Aide-de-camp to Lord Carrington, the new Governor of New South Wales. The Agents-General will ask the Hon. J. Stanley to endorse Lord Derby's approval of the protective measures proposed to be taken, should the French Government insist on their Recidiviste scheme. June 26. Three thousand visitors wore present at Lord and Lady Carrington's soiree at the Colonial Institute. The appointment of Lord Dunraven as Under-Secretary for the Colonies, and Lord Harris as Under-Secretary for India are confirmed. The Right Hon. Sir Arthur Hobhouse, K.C.5.1., Queen's Counsel, and the Right Hon. Robert Porrett Collier, K. 8., have been raised to the Peerage, and the Marquis of Northampton and the Earl of Sefton have been invested with the Order of the Garter. June 27.
