London, April 27. The Times states that Mr Gladstone has offered to settle the Penjdeh difficulty by arbitration. It is reported that the Czar offers that General Komaroff and Sir Peter Lumsden should be examined by a mixed Commission.
The Shaw, Saville and Albion Co.'s steamship Atawa will probably pe engaged by the Admiralty in place of the R.M.S. Kaikoura as a cruiser. April 28. Persistent rumors are afloat that a second engagement between the Russiaus and Afghans has taken place, and that the Russians were defeated with a loss of 1000 men.
The Daily News hopes that the courageous patriotism of New South Wales in offering the service of their contingent to go to India will be imitated. The cost of the contingent, should they be transferred to India, will be borne by New South Wales.
April 29. It is reported that the Russian Council of the Empire will reject all the proposed concessions for the settlement of the Afghan difficulty. The Russians are actively mobilising. The occupation of Merutchak by the Russians now dispels all hope of a peaceful solution of the difficulty, and it is believed they ate now advanciug on Herat.
