BRITISH BUDGET STATEMENT. PROPOSED INCREASE OF INCOMETAX AND DUTY ON SPIRITS AND BEER. PUBLIC DEBT SINKING FUND. SHIP ARRIVALS. (Received May 1, 2.30 p.m.) London, April 30. The Right Hon. Hugh Culling E. Childers, Chancellor of the Exchequer, delivered his budget statement in the House of Commons to-day. He announced that the revenue for the past financial year amounted to £88,050,000 and the expenditure to £89,100,000. The revenue for the current year he estimated at £85,000,000 and the expenditure at £88,750,000, exclusive of the naval and military credit of £11,000,000; so that the estimated deficiency at the end of this year would be £14,900,000. To cover this he proposed to increase the income tax to Bd, the duty on spirits by 2s, and on beer Is, and to suspend the Public Debt | Sinking Fund. | (Received April 10, 30 p.m.)
Shaw, Saville and Albion Company's steamship Arawa left Capetown on 16th inst (afternoon) for New Zealand. Per Merchant Shipping and Underwriters Aassooiation :—" Arrived, Hurunui from Port Chalmers, January 22nd; Pleione; from Wellington, January 17th ; Wairoa, from Napier, January 4th. Melbourne mails of March 30, via Naples, per Orient Company's Royal steamship Chimborazo, were delivered here yesterday.

The town of Panama, which has been virtually in a state of siege for some time past, has been occupied by the American Government, who have caused the arrest of the rebel leader. The French Government have protested against the action of America. The rebels and Batouche Indiaos under Louis Kiel have been completely routed by the Canadian forces after seven hours' fighting. The American Government have withdrawn from the occupation of Panama. April 29. The speech of Mr Gladstone in the House of Commons has caused alarm throughout the continent.
Immense supplies of coal are bein» shipped to the Cape of Good Hope.
